The Jokester

The Jokester, known also as the King of Gotham, was driven to madness and a life of crime after falling into a vat of acid-- which turned his skin a sickly white and his hair bright green.

Not much is known of this villian's mysterious past, but it is said that each of his many tattoos represents a specific trophy or important event that came to pass during his rise to power.
